General Summary:

A. General Summary of Position:

Reporting to the Vice Chancellor of Information Technology and Chief Information Officer, the Director of the Project Management Office directs and oversees the process of identifying, defining, selecting, and optimizing all Information Technology projects to ensure alignment with institutional strategic goals and priorities. The Director exercises considerable independent judgment in accomplishing the work of the Project Management Office and is responsible for achieving desired results and managing major projects and related tasks in tandem with other units and/or independently.

The Director works with project sponsors, key decision makers, information technology staff and other project-related resources in the planning and execution of major project initiatives. The Director also serves as campus project management representative and liaison with the University Information Technology Services Project Management Office and other multi-campus project governance related activities.

Working closely with the senior IT leadership team, the Director serves as the champion for promoting project management best practices, methods, and techniques within the Information technology organization. Managing a team of three professional project managers, the Director of the Project Management Office is responsible for their project assignments, daily activities, and long-term initiatives.

Examples of Duties:

  1. Manages the flow of UMB Information Technology project proposals and review proposals to ensure consistency and alignment with strategic plans and goals of the university.
  2. Defines project requirements, project scope, goals, and deliverables for all approved projects in collaboration with IT managers, project sponsors and stakeholders.
  3. Responsible for establishing the project management policies, procedures, guidelines, metrics, and templates for the UMB Information Technology.
  4. Develops and maintains detailed project plans and other formal documentation on all strategic projects approved by the UMB IT Project Management Office.
  5. Works in collaboration with other UMass campus Project Management Offices, including the University Information Technology Services Project Management Office.
  6. Serves as campus project management liaison for university project governance bodies including student administration, human resource, and finance.
  7. Responsible for projecting and reporting staffing demands for both current and future projects, to include both internal staffing and outsourced staffing requirements.
  8. Responsible for communicating project expectations, progress, and results to project team members, sponsors, IT management and other stakeholders.
  9. Responsible for developing and maintaining the IT Project Portfolio with objective of optimizing the resulting value from the portfolio of active projects within the resource capability of UMB Information Technology.
  10. Actively supports the University to advance the concepts of Diversity & Social Justice in the workplace.

 

Qualifications:

  • Minimum of eight years of increasingly responsible experience in Information Technology, with at least 3 years managing complex projects in a technical environment.
  • Bachelor's Degree in an appropriate discipline and formal training in Project Management techniques and practices is required.
  • Expert knowledge of management information systems and telecommunications is required.
  • Demonstrated ability to work effectively and collegially in a team environment required.
  • Excellent written and oral communication skills are required.
  • Knowledge of higher education principles, practices, and procedures preferred.
  • Project Management Professional certification preferred.
  • Experience in the establishment and management of a high performing team required.
  • Demonstrated experience managing the full project cycle of large-scale enterprise projects required.
  • Ability to work collaboratively with individuals and groups from a wide variety of backgrounds and organizational levels, to incorporate their ideas, adapt to their needs, and form consensus in appropriate situations required.
  • Ability to develop governance, standards, policies and procedure, wikis, blogs, and current technological tools relevant to maintain and continually improve upon established controls required.
  • Exceptional project leadership skills, with an ability to translate ideas into working strategy, gather requirements and complete projects on time and on budget; demonstrates the ability to effectively delegate responsibility while maintaining oversight and control required.
