General Summary:
The Assistant Finance and Budget Manager for the Manning College of Nursing and Health Sciences (MCNHS) will assist and provide best practice professional support to the Assistant Dean and to the Finance & Budget Manager to include a variety of financial, budgetary and Human Resource responsibilities. The Assistant Finance and Budget Manager will work in a diverse, fast paced and evolving college comprised of both educational and entrepreneurial entities. S/he will organize and be responsible for the record-keeping activities and some financial operations of the College; as asked will develop budget and finance reports, as well as reports on all financial aspects of human resources; monitor cash flow; and perform budget transfers. The incumbent will also be responsible for executing all Bank Card purchases and reallocations. The Assistant Finance and Budget Manager will serve as the MCNHS liaison to the university's Department of Human Resources, Office of the Provost and other system entities.
Examples of Duties:
These are examples of duties, which are not inclusive, and will evolve as the needs of the college changes:
- In collaboration with the Budget & Finance manager, facilitate the day-to-day financial activities of the
Manning College of Nursing and Health Science (MCNHS) including purchase orders, reimbursements, journal
entries, budget change forms, invoice payments and Bank Card purchasing for events and business operations;
- Assist with the management of the human resources functions for the MCNHS, including coordinating all hires and terminations, contracts, honoraria and reimbursements; maintain all faculty personnel files and human resources related documents for all new hires for the college;
- Aid in purchasing, accounting activities and disbursement vouchers for the Dean's Office;
- Monitoring and reporting assistance on revenue and expenditures for multiple departments and centers within the Manning College of Nursing and Health Sciences;
- Financial assistance to the Departmental Research Assistant on non-sponsored grants in the college; meet with faculty at their request to discuss startup accounts, Healey Grants, Presidents Office mini-grants and plan for purchases against the accounts;
- Gather data, as needed, for the college for budget forecasting and financial management including advise to the Assistant Dean for Administration and Finance with budget development and financial reports and analyses;
- Assistance to MCNHS staff and faculty regarding inquiries related to the budget as well as providing guidance on allowable expenditures and providing updates on financial and purchasing policies and procedures;
- Serve as Bank Card user for MCNHS and be responsible for Bank card purchases and reallocations for the college, as needed and purchase for all non-sponsored grants and purchases for sponsored grants
- Perform other duties as assigned
Qualifications:
Bachelor's Degree in Accounting, Business, Finance or a closely related field and 3-5 years of budget management experience, preferably in a college or educational department, is required. Thorough knowledge of higher education administrative procedures is preferred. Experience with PeopleSoft, Human Resources, and automated accounting and financial management systems is preferred. Working knowledge of grants management is preferred.
