The Executive Director of Financial Aid Services will provide direct oversight of the Office of Financial Aid Services and the One Stop and serve in a leadership capacity within the Division of Enrollment Management. They will be directly responsible for providing expertise in financial aid program management, strategic applications and fiscal oversight. The incumbent will direct a comprehensive financial aid operation that includes federal, state and institutional aid programs of approximately $150 million annually. They will provide leadership, vision and direction for the administrative and operational activities of a service-oriented financial aid and student employment services office that is aligned with the institutions recruitment and retention goals. The incumbent will coordinate with the VC of Enrollment Management and Administration and Finance to monitor our tuition discount rate and maximize opportunities for revenue. With respect to the One Stop, the Exec. Director of Financial Aid Services will provide vision in centralizing student services in respect to financial aid, billing and registration needs and help align the office with campus-wide student success initiatives.
Examples of Duties:
- Serve in a leadership capacity within the division of enrollment management and represent the needs of the division and the vice chancellor of enrollment management at campus-based and system-wide meetings/committees.
- Provide leadership for and administration of the university’s financial aid program, approximately $150 million per year, including modeling and the development/delivery of financial aid packaging for all undergraduate, graduate and continuing education students from all sources – federal, state, institution and private;
Develop equitable financial aid strategies specific to the University’s mission; allocate institutional funds in a manner that fosters the urban mission and ensures representation of a diverse student body; employ a strategy specific to the residential population that allows for opportunities for students from diverse socio-economic backgrounds to participate in on-campus housing.
- Strategically utilize scholarships, grants, loans and student employment to create comprehensive financial aid packages that will assist the university in meeting its recruitment, retention and revenue goals.
- Provide financial aid data analysis and fiscal projections to help inform strategic goals and budget needs; prepare annual financial aid budget requests based on enrollment projections, the University’s strategic goals and taking into consideration federal and state policy implications and fiscal changes;
- Guide division on best practices for leveraging need-based and merit-based aid and contribute to a data-driven strategy that aligns institutional aid to help meet enrollment objectives and maximizes revenue.
- Manage office operations, including operational budget, staff training and development of office/program policies and procedures; provide direct supervision over senior associate directors, associate directors and assistant director(s); develop and foster an environment that encourages staff professional development; determine overall direction of the department, including, but not limited to, staff duties, grade levels and space needs.
- Ensure the university is in compliance with federal, state and accreditation agency regulations by researching, interpreting and applying state, federal and agency regulations, including Title IV program guidelines; work closely with Administration and Finance and the Controller’s Office to ensure the university is compliant with program reconciliation and cash management requirements; Work closely with Athletics to ensure compliance with NCAA Division III regulations.
- Oversee the preparation and submission of federal, state and agency reporting, such as Federal Application to Participate and Fiscal Operations Reports (FISAP), IPEDS, President’s Report, Common Data Set, MOSFA Year-End Reconciliation, and NCAA Division III Annual Report;
- Serve as senior liaison for federal and state financial aid program audit (A-133) and federal and state program reviews; reply to and dispute audit/program review findings, as appropriate;
- Ensure the university’s federal program participation agreement remains current and in effect by submitting updates regarding new programs, sites and six-year recertification; maintain a policy and procedures manual in accordance with federal regulations;
Serve as the chief decision maker regarding the use of technology within the financial aid office, student employment services and the One Stop; evaluate software solutions for cohesion within the overall direction of the division; serve as the chief data custodian for federal student aid systems, PeopleSoft, Document Imaging, and Campus Logic;
Work closely with Academic Affairs and campus leadership to identify financial aid implications related to additions of, and changes to, academic programs.
Partner with Institutional Research and campus leadership to ensure compliance with the Higher Education Act regarding internal and external data requests; review data requests; facilitate sharing of data with necessary information, when applicable, to ensure campus leaders are able to make informed decisions.
Generate and analyze data; prepare reports for the Board of Trustees, President’s Office and senior leadership on-campus; develop reports that contribute to the effective leadership of day to day operations within the office;
- Provide leadership and vision for the One Stop that creates centralized student services and outreach in the areas of financial aid, billing and registration.
- Guide the One Stop in utilizing technology and data to help measure student support effectiveness and create a culture of continuous improvement.
- Oversee the Federal Work Study and campus student employment programs;
- Participate as a university leader in key administrative committees and represent the university at professional meetings and organizations;
- Perform other duties as assigned.
Master’s Degree required, and a minimum of seven-ten (7-10) years of progressively responsible experience in a high volume financial aid office required. Demonstrated success managing financial aid operations at a large public or private university required. Evidence of creativity and innovation within a strategic planning environment, including understanding of the integral role of financial aid in enrollment management required. Demonstrated record of successful leadership, supervisory and administrative experience and strong fiscal management skills required. Proven experience with integrated information systems, such as PeopleSoft or other appropriate student information systems in developing and implementing financial aid and scholarship programs and services required. Experience generating and analyzing data, identifying trends in financial aid and merit scholarship leveraging and the ability to provide analysis and data to inform strategic decision making. Ability to work weekends and/or evening hours, as needed. Ability to travel locally and regionally as needed.
