General Summary: 

The StrongStart Statewide Fiscal and Evaluation Manager will be responsive for the fiscal management and data monitoring for the contractors and overall grant funds and deliverables for the StrongStart Training and Technical Assistance Grant which is being administered by UMB’s Institute for Early Education Leadership and Innovation. This includes conducting fiscal monitoring and support and audit of sub-contracted professional development, timely reporting and invoicing of grant funds to the Massachusetts Department of Early Education and Care, and developing and managing a system for payment of fees for services.  Knowledge of grant fiscal management and University systems is preferred.

Examples of Duties: 

  • Provide routine fiscal management of lead agency, contractors, and overall managing of grant dollars;
  • Provide support to the SSTTA Director on all budgetary matters, and report regularly to the Director on budget, expenditures, and monitoring;
  • Prepare and present regular fiscal operations reports to the UMB StrongStart Management team;
  • Establish effective fiscal and evaluation systems for SSTTA center that complies with all grant and UMB protocols and policies.
  • Conduct fiscal monitoring and support for sub-contracted PDCs;
  • Ensure timely reporting and invoicing of grant funds to EEC;
  • Develop and manage system for payment of fees for services;
  • Coordinate all aspects of data and evaluation for StrongStart with UMDI data team, including ensuring data collection and reporting from UMB SSTTA Management Team and PDCs, preparing regular reports for internal and external use, facilitating the use of data to inform continuous quality improvement, and working with EEC to coordinate data and evaluation systems;
  • Manages all procurement, sub-contracting and hiring procedures for Strong Start;
  • Coordinates with UMass Boston offices (e,g, CEHD Dean’s Office, Procurement, Finance & Administration, Human Resources and ORSP) for all financial and compliance purposes;
  • Coordinate communications across the StrongStart T/TA program and oversee implementation of the communications plan
  • Provide website management/maintenance;
  • Provide direct support for budget and personnel management for SSTTA; assist the Director regarding budgetary and personnel matters;
  • Plan and implement regular SSTTA team meetings. 

Qualifications: 

Master’s Degree and a minimum of five to seven (5-7) years of professional experience with budget and/or operations management, preferably in a higher education or research environment, required.  Previous experience with PeopleSoft system preferred.

  • Proficiency in the use of administrative software applications and databases, including Microsoft Office;
  • Ability to multi-task, meet deadlines and to respond efficiently and effectively to new, last minute and/or revised requests;
  • Ability to work under pressure and under tight timeframes and deadlines;
  • Ability to use independent judgment, work with discretion and be entrusted with confidential information;
  • Ability to plan and manage multiple projects simultaneously and balance priorities;
  • Ability to manage complex tasks under time constraints, while maintaining strong attention to detail;
  • Ability to work effectively and efficiently in a team capacity with a broad range of staff to accomplish departmental, program and university goals;
  • Strong oral and written communication skills;

This is a grant-funded position currently expected to extend through June 30, 2022, subject to ongoing funding approval and business needs. There is a possibility of extension beyond June 30, 2022, contingent on the availability of funding and operational needs.
